FEMA Flood Insurance Rate Maps
The Federal Emergency Management Agency (FEMA) developed Flood Insurance Rate Maps (FIRMs) to represent an estimate of the risk of flooding in a certain area, and specifically show the extent of the floodplain affected by the base flood or “100-year flood.” This is the severity of flood that has a 1% chance of occurring in any given year, and the base floodplain is called the Special Flood Hazard Area. A FIRM is the official map of a community on which FEMA has delineated both the special hazard areas and the risk premium zones applicable to the community. FEMA FIRMs are associated with the National Flood Insurance Program (NFIP).
Who uses FIRMs?
- Private citizens and insurance and brokers use the FIRM to locate properties and buildings in flood insurance risk areas.
- Community officials use the FIRM to administer floodplain management regulations and to mitigate flood damage.
- Lending institutions and federal agencies use the FIRM to locate properties and buildings in relation to mapped flood hazards, and to determine whether flood insurance is required when making loans or providing grants following a disaster for the purchase or construction of a building.
How can I obtain digital maps?
- FEMA Flood Map Service Center: FEMA’s Flood Map Service Center is the official source of public information about the flood hazard data, contained within the National Flood Hazard Layer. This web map application can be used to view and download a FIRMette, a full scale section of a FIRM that is formatted to be compatible with most printers, or a full FIRM panel.

- Greene Web Map: The Greene Web Map is a web application that functions as a tax parcel viewer, allowing users to view and search for property boundaries. The National Flood Hazard Layer is available to view on the Greene Web Map. The Greene Web Map is managed by Greene County Real Property Tax Services.

How can I obtain hardcopy maps?
Since 2009, FEMA has discontinued the printing and distribution of paper copies of the FIRM. Many local government offices have paper copies of FIRMs available for reference.
- GCSWCD Main Office: GCSWCD maintains an inventory of the Greene County FIRMs. These maps are available to view at the GCSWCD Main Office. Contact the GCSWCD Main Office by phone at 518-622-3620 to confirm FIRM availability and schedule a time to view the hardcopy maps.
- Greene County Town & Village Offices: Town and village halls, along with municipal buildings, may have print copies of the maps available for reference. Contact your local municipality to confirm the FIRM availability.
USDA Soil Surveys
How can I access soil data digitally?
- Digital Copy of Greene County Soil Survey Reports: The United States Department of Agriculture Natural Resources Conservation Service (USDA NRCS) website hosts an inventory of digital copies of the printed soil survey reports developed in NYS. These digital copies of the soil survey reports are scanned copies of the original printed versions and may not reflect any changes to the soil survey maps since their publication. The most current data can be found on the Web Soil Survey.

- Web Soil Survey: The Web Soil Survey (WSS) is a web application that allows landowners, agricultural producers, agencies, technical service providers, and others electronic access to relevant soil and related information needed to make land-use and management decisions. The WSS:

- Provides electronic access to full soil survey report content
- Provides an alternative to traditional hardcopy publication
- Provides the means for quicker delivery of information
- Allows users to get just the information they want

- Greene Web Map: The Greene Web Map is a web application that functions as a tax parcel viewer, allowing users to view and search for property boundaries. Information on soil types and soil boundaries can be found on this web map. Though the soil data available is not as extensive as those available on the WSS, the ability to view tax parcel boundaries may be helpful. The Greene County Web Map is managed by Greene County Real Property Tax Services.

How can I obtain a hardcopy of the Soil Survey Report?
The USDA published the "Soil Survey of Greene County, New York" in 1993. Soil survey maps within the publication are at 1:24,000 scale and provide valuable information on soil types and characteristics.
Since 2005, the USDA no longer prints hardcopy versions of soil survey reports. The USDA transitioned to the digital availability of soil survey data, using the Web Soil Survey (WSS). The WSS is the official source of soil survey information.
Hardcopies of the "Soil Survey of Greene County, New York" reports are available at the GCSWCD office. Soil survey reports are available at no cost if picked up at the office, or can be mailed for $8.00.

Wetland Maps
The New York State Department of Environmental Conservation (NYSDEC) regulates and distributes information about state wetlands across New York. The United States Army Corps of Engineers (USACE) regulates federal wetlands, while the U.S. Fish and Wildlife Service distributes information to the public about the National Wetlands Inventory (NWI) federal wetlands across the country.
Maps have been produced for both state and federal wetlands to predict where wet areas are located within the landscape. Wetlands maps are available to view online as well as in hardcopy format. Please note that online resources will be more up to date than hardcopy resources.
There are no conclusive maps that show the presence or absence of state or federal wetlands. Regulatory agencies may use these mapped boundaries to predict where wetlands are located, but onsite inspection is required for defining the presence, absence, or scope of state or federal wetlands.

Hardcopies of federal and state wetlands maps can be viewed or purchased. These are based on the USGS topo quads. Hardcopies may be out of date and may not display accurate data.
- GCSWCD Main Office: GCSWCD maintains an inventory of the NYSDEC (state) and NWI (federal) wetlands maps that cover the majority of Greene County. State wetland maps are available to view and purchase, while federal wetland maps are available for viewing only. For more information, to confirm the availability of state or federal wetland maps, or to order state wetlands maps, it is recommended to contact the GCSWCD Main Office at 518-622-3620.
- NYSDEC Wetlands Maps: State wetland maps are available for view or purchase. Maps are available for pickup at the office for $10.00 or can be mailed for $13.00. Please note: GCSWCD does not carry a complete inventory of state wetlands maps and will not continue to restock the inventory for purchase.

USGS Topographic Maps
Topographic maps show the elevation of the Earth’s surface using contour lines. These maps also contain water features, road names, and geographic location labeling. Topographic maps are available in digital and print format.
Topographic maps are developed in quadrangles, also called topo quads. There are 22 topo quads covering Greene County. The Greene County topo quads are listed below:

GIS Services
GCSWCD provides GIS mapping and other services for individuals in Greene County. Individuals including landowners, farmers, developers, realtors, and engineers can utilize these services to help make wise land management decisions.
What is GIS?
A geographic information system (GIS) integrates hardware, software, and data for analyzing and displaying geographically referenced information. This collection of data can be used for thematic mapping in which the users can display several different layers of data for any given geographic area to create a custom map. For example, wetland maps can be superimposed upon tax parcel boundaries to display regulated areas.
What information is available?
GCSWCD has access to geographic data on natural resources throughout Greene County including, but not limited to:

How can I obtain maps from GCSWCD?

Fees for mapping services are charged as follows:
- $40 per hour
- $2 per 8 1/2” x 11”
- $4 per 11” x 17”
- $20 per 24” x 36”
Printed maps can be sent through US mail or picked up at the GCSWCD Main Office between 8:00am-4:30pm on Monday-Friday. A GCSWCD staff member will be available to explain the maps and the information they represent. Please contact the GCSWCD Main Office by phone at 518-622-3620 to confirm the availability of staff for picking up printed maps.
Digital maps (PDF format) are also available and can be e-mailed.
